Title
An ordinance to prepare our Parish Government and Employees for an emergency response in the case of a terrorist attack, threat or any unforeseen cause of fire.
Body
WHEREAS,       The September 11, 2001, terrorist attack in New York, Washington and Pennsylvania has brought to our attention the important training and preparedness of Governments, Federal, State or Locals to handle emergencies.  The recent demonstration of leadership in New York and Washington has proven that being prepared and setting up training for Employees and having a plan in place is very critical for a seamless transfer of Government functions and co-ordinating efforts of different branches of Government; and,
WHEREAS,      the citizens of the Parish expect the Government to be prepared to handle emergencies of this nature; and,
WHEREAS,      our Government has able machinery, plans, and well trained Employees to handle natural and industrial disasters; and,
WHEREAS,      the EOC conducts accident simulation and emergency response with chemical plants, hospital, sheriff, and the school system on a periodic basis. Fire is a constant threat where files are handled in paper form or soft goods and we have in place a no-smoking policy in the Court House and other Government buildings.  The recent fires and news report on the Plaquemines Courthouse has prompted us to train our employees from all Departments on a plan.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
      SECTION I.      Every Department Head domiciled in the Parish including but not limited to District Attorney, State Government Officials, Parish Government Offices, Clerk of Court, Tax Assessor, and Sheriff will draw up definite plans on evacuation of their offices in an orderly fashion and assemble in a safe and secure location.
      SECTION II.      Draw plans to salvage, store, and keep backup copies necessary as a contingency plan.
      SECTION III.      The Parish Administration through the EOC Director will co-ordinate plans for the continuation of Government functions in case of terrorist attack or fire.
      SECTION IV.      That each Department will conduct a drill at least 2 times a year, record and account for all personnel and public present in the Courthouse Building and all Government Offices under the direction and co-ordination of EOC.
      SECTION V.      All Department Heads will review Fire Safety Systems and install warning alarm system and co-ordinate employee evacuation programs.
