ORDINANCE NO.                   

Title

An ordinance to approve and authorize the execution of a Cooperative Endeavor Agreement with the Pontchartrain Levee District for the St. Charles Parish Urban Flood Control Feasibility Study, Project No. P021103.

Body

WHEREAS,      The Pontchartrain Levee District is the local sponsor for the Lake Pontchartrain and Vicinity Hurricane Protection Project in St. Charles Parish; and,

WHEREAS,      the current project does not include the installation of pump stations along the levee system to remove rain water during times when the flow through structures are required to be closed; and,

WHEREAS,      the U. S. Army Corps of Engineers, the Pontchartrain Levee District, and St. Charles Parish realize the importance of the pumping stations to protect and preserve the health, safety, welfare, and well being of the residents of the East Bank of St. Charles Parish from flooding; and,

WHEREAS,      the U. S. Army Corps of Engineers is prepared to proceed with the St. Charles Parish Urban Flood Control Feasibility Study, Project No. P021103 provided the local sponsor agrees to the fifty (50%) percent local match; and,

WHEREAS,      the Pontchartrain Levee District has agreed to be the local sponsor provided the Parish shares the local non-Federal cost portion of the project; and,

WHEREAS,      the local sponsor portion of the project will be funded 80% by the Pontchartrain Levee District and 20% by the Parish.

THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:

SECTION I.      That the St. Charles Parish Urban Flood Control Feasibility Study Cooperative Endeavor Agreement between The Pontchartrain Levee District and St. Charles Parish is hereby approved.

SECTION II.      That the Parish President is hereby authorized to execute said Agreement on behalf of St. Charles Parish.
