Title
A resolution informing the Federal Emergency Management Agency (FEMA) that St. Charles Parish intends to exercise Option # 2 (continued enforcement of the ABFE's) in response to the proposed Digital Flood Insurance Rate Maps (DFIRM's).
Body
WHEREAS, St. Charles Parish has reviewed the proposed DFIRM's as presented by FEMA in October of 2008 and to the St. Charles Parish Council at its Special Projects/Public Safety, Health and Environmental Committee meeting on January 7, 2009; and,
WHEREAS, due to the restoration schedule associated with the Lake Pontchartrain and Vicinity Hurricane Storm Damage Risk Reduction System (HSDRRS) St. Charles Parish would have to consider new maps almost as soon as the current DFIRM's are adopted; and,
WHEREAS, the current Advisory Base Flood Elevations (ABFE's) adequately express the flood risk in St. Charles Parish; and,
WHEREAS, continually changing Base Flood Elevations could lead to confusion and can potentially create conflicting developments; and,
WHEREAS, St. Charles Parish would like to minimize conflicts and confusion in Flood Zones; and,
WHEREAS, the supporting of option #2 is in the line with St. Charles Parishes desire to support the ongoing efforts of the member Parishes of the Regional Planning Commission and the Louisiana Coastal Protection and Restoration Authority in regard to ensuring that the best data was used in creating the new DFIRM's.
NOW, THEREFORE, BE IT RESOLVED THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby declare that St. Charles Parish does hereby choose to proceed with Option #2 of the Proposed DFIRM maps.
BE IT FURTHER RESOLVED that St. Charles Parish will continue to enforce the ABFE's until such time as the Lake Pontchartrain and Vicinity Hurricane Protection Project Restoration has reached sufficient progress to yield a final more permanent assessment of the flood risk on the East Bank of St. Charles Parish.
BE IT FURTHER RESOLVED that the Parish does hereby support the efforts of the member parishes of the Regional Planning Commission and the Louisiana Coastal Protection and Restoration Authority in regard to ensuring that the best data was used in creating the new DFIRM'S.
