Title

A resolution requesting the Louisiana Department of Transportation & Development perform a study to determine the feasibility of the installation of a right turn lane on Lakewood Drive, Luling, in conjunction with protected left turn signal phases, pavement markings, and directional signage at its intersection with U.S. Highway 90 and Barton Avenue (LA 3060), to reflect and further enhance the traffic management improvements recently installed at U.S. Highway 90 and Barton Avenue (LA 3060), and further request installation of traffic revisions if said study determines revisions are warranted.

Body

WHEREAS,                     Lakewood Drive is utilized by residents, citizens, workers from businesses in the area, and most notably by school buses carrying students to/from school; and,

WHEREAS,                     the West Bank Regional Library located on Lakewood Drive is utilized year-round by all age groups, especially school-age children; and,

WHEREAS,                     the high volume of vehicular traffic from Lakewood Drive turning left and right onto and traveling across U.S. Highway 90, a major thoroughfare, with conflicting vehicular traffic from Barton Avenue (LA 3060) creates hazardous conditions; and,

WHEREAS,                     Resolution No. 4045 was adopted on June 20, 1994, asking the Department of Transportation & Development to review the traffic control signals at the intersection of U.S. Highway 90 and Barton Avenue (LA 3060)/Lakewood Drive, to consider the installation of turn protection arrows; and,

WHEREAS,                     Resolution No. 5770 was adopted on September 7, 2010, requesting the Department of Transportation & Development to review, study, budget, and install a right turn lane on Barton Avenue (LA 3060) onto Highway 90 to protect residents and those traveling through the area and to improve traffic flow; and,

WHEREAS,                     Resolution No. 5771 was adopted on September 7, 2010, requesting the Department of Transportation & Development to install left turning signals on Barton Avenue (LA 3060) and Lakewood Drive onto Highway 90 to protect the residents and those traveling through the area, to consider the installation of turn protection arrows; and,

WHEREAS,                     the recently installed right turn lane with right turn arrow pavement markings at U.S. Highway 90 on Barton Avenue (LA 3060), Luling, has heightened safety concerns at said intersection; and,

WHEREAS,                     combined straight and left turn arrow pavement markings on the straight/left turn lane and directional signage on Barton Avenue (LA 3060) at U.S. Highway 90 is requested to improve safety; and,

WHEREAS,                     the installation of a right turn lane on Lakewood Drive at U.S. Highway 90 with pavement markings and directional signage reflecting the aforementioned improvements on Barton Avenue (LA 3060) would provide a safety benefit by improving traffic flow and decreasing congestion in the area; and,

WHEREAS,                     traffic control signals are valuable devices for the orderly control and flow of vehicular traffic; and,

WHEREAS,                     protected left turn signal phases at the intersections of high volume vehicular traffic, like said intersection, eliminate conflicting vehicular traffic thereby reducing the number of accidents that occur; and,

WHEREAS,                     due to hazardous conditions that frequently occur at said intersection, these traffic revisions would be beneficial to citizens of our Parish.

NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL do hereby request the Louisiana Department of Transportation & Development perform a study to determine the feasibility of the installation of a right turn lane on Lakewood Drive, Luling, in conjunction with protected left turn signal phases, pavement markings, and directional signage at its intersection with U.S. Highway 90 and Barton Avenue (LA 3060), to reflect and further enhance the traffic management improvements recently installed at U.S. Highway 90 and Barton Avenue (LA 3060), and further request installation of traffic revisions if said study determines revisions are warranted.

 

BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to Senator Gary L. Smith, Jr., Representative Gregory A. Miller, Department of Transportation & Development Secretary Dr. Shawn D. Wilson, Department of Transportation & Development District Engineer Administrator (District 02), Department of Transportation & Development Assistant District Administrator of Operations (District 02), and Department of Transportation & Development Highway/Rail Safety Engineer (District 02), asking for their assistance in this regard.

The foregoing resolution having been submitted to a vote, the vote thereon was as follows:
