Title

An ordinance to allow the Planning and Zoning Department to waive local permit fees and some plan review and inspection fees contained within Chapter 6. Buildings and Building Regulations, Article II. Building and Related Construction Codes, Section 6-15. Fees for repairs and renovations required as a result of damage sustained resulting from Hurricane Ida, effective immediately, retroactively from February 28, 2022, and lasting through August 29, 2022.

Body

WHEREAS,                     St. Charles Parish was struck by Hurricane Ida on August 29, 2021; and,

WHEREAS,                     Hurricane Ida was a devastating storm that caused extraordinary winds, storm surge, and rainfall which caused extreme damage throughout the Parish; and,

WHEREAS,                     on September 7, 2021, the St. Charles Parish Council approved Emergency Ordinance No. 21-9-1; allowing the Planning and Zoning Department to waive local permit fees and some plan review and inspection fees contained within Chapter 6. Buildings and Building Regulations, Article II. Building and Related Construction Codes, Section 6-15. Fees for repairs and renovations required as a result of damage sustained resulting from Hurricane Ida, effective immediately and lasting through February 28, 2022; and,

WHEREAS,                     as of February 28, 2022, countless homes are still in need of repairs and renovations to date; and,

WHEREAS,                     State and Local Law requires that many of the necessary repairs meet the Louisiana State Uniform Construction Code (LSUCC); and,

WHEREAS,                     in order to meet the LSUCC, those repairs and renovations must be permitted and inspected; and,

WHEREAS,                     the fees for all building permits are contained in Chapter 6., Article II., Section 6-15. of the St. Charles Parish Code of Ordinances; and,

WHEREAS,                     St. Charles Parish wishes to continue to assist the residents of the Parish in their efforts to repair damages sustained to their property retroactively from February 28, 2022, and lasting through August 29, 2022, the anniversary of Hurricane Ida.

THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:

                     SECTION I.                     That the Planning and Zoning Department is hereby authorized to waive local permit fees and some plan review and inspection fees contained within Chapter 6. Buildings and Building Regulations, Article II. Building and Related Construction Codes, Section 6-15. Fees, for repairs and renovations required as a result of damage sustained resulting from Hurricane Ida, effective immediately, retroactively from February 28, 2022, and lasting through August 29, 2022.

                     SECTION II.                     That the Planning and Zoning Department is hereby authorized to waive plan review and inspection fees for trade permits (electrical, plumbing, gas and mechanical), re-roofing permits (non structural), and renovation permits required as a result of damage sustained from Hurricane Ida, effective immediately, retroactively from February 28, 2022, and lasting through August 29, 2022.

                     The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:
