Title
An ordinance to approve and authorize the execution of a Cooperative Endeavor Agreement with St. Charles Parish Public Schools for use of certain property adjacent to Norco Elementary School.
Body
WHEREAS, Article VII, Section 14(C) of the Louisiana Constitution of 1974 provides in part that, “For a public purpose, the state and its political subdivisions or political corporations may engage in cooperative endeavors with each other, with the United States or its agencies, or with any public or private association, corporation, or individual”; and,
WHEREAS, St. Charles Parish has an Easement from the Department of Army for an Access Road, Up Ramp, Single Lane Vehicle Carrying Bridge, 2 Pedestrian Bridges and a Parking Area adjacent to the Norco Elementary School located in the Bonnet Carre Spillway Project, Tract No. 120, Section 4 Township 12 South, Range 8 East, St. Charles Parish, Norco, Louisiana; and,
WHEREAS, St. Charles Parish uses its manpower to maintain said property including parking lot maintenance, grass cutting, landscaping, fencing, repairs, debris removal, and all walking bridges and general upkeep; and,
WHEREAS, said the St. Charles Parish Public Schools utilizes this above property for additional parking for its staff and parents, in addition to being used as a path for bus and vehicle drop offs during take in and dismissal.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. The St. Charles Parish Council hereby approves the attached Cooperative Endeavor Agreement with St. Charles Parish Public Schools for use of property shown on Exhibit A of the Agreement which said property is located adjacent to Norco Elementary School as shown on Exhibit A to the Cooperative Endeavor Agreement.
SECTION II. That the Parish President is hereby authorized to execute said Cooperative Endeavor Agreement on behalf of St. Charles Parish, along with any other documents or instruments necessary to carry out the intent of this Ordinance.
The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:
