Title
A resolution to re-commission The Citizens Subcommittee on Comprehensive Building Codes to study and re-evaluate the formulation and installation of building codes. To implement the enforcement of a permitting procedures and review sources of funding as recommended by South Central Planning and Development Commission (S.C.P.D.C).
Body
WHEREAS, The Building Code Committee, created by Resolution No. 3323, on June 5, 1989, was abolished by Resolution No. 4246, on March 18, 1996; and,
WHEREAS, The Parish of St. Charles has experienced unprecedented growth and development which is expected to continue into the Twenty-first (21st) Century; and,
WHEREAS, The St. Charles Parish Council has recognized the need for the adoption of a comprehensive set of local building codes due to the anticipated surge of development during the next decade; and,
WHEREAS, The South Central Planning and Development Commission (S.C.P.D.C.) was hired in the past to coordinate the adoption of building codes in St. Charles Parish and the initial recommendation of S.C.P.D.C. is to create a citizen subcommittee for the study and formulation of local building codes for eventual consideration by the Parish Council.
THE ST. CHARLES PARISH COUNCIL HEREBY RESOLVES:
SECTION I. That the "Subcommittee on Comprehensive Building Codes" be created whose purpose shall be to formulate a comprehensive set of building codes and related administrative procedures for eventual consideration by the St. Charles Parish Council. The function of the "Subcommittee on Comprehensive Building Codes" shall be to study the range of building code options available to the community, formulate an appropriate comprehensive set of local building codes, develop a corresponding body of administrative procedures for the enforcement of the proposed codes, and ultimately present said building codes and administrative procedures to the Council for consideration as originally recommended by S.C.P.D.C.
SECTION II. That the "Subcommittee on Comprehensive Building Codes" be composed of:
One (1) Council Member - EX-OFFICIO - Chairman of the Legislative Committee appointed by the Council
One (1) Administrative Representative from the Planning and Zoning Department appointed by the Parish President
One (1) Member representing the St. Charles Firemen's Association appointed by the named association
One (1) heating and air conditioning specialist appointed by the Council
One (1) licensed electrician appointed by the Council
One (1) licensed master plumber appointed by the Council
One (1) licensed building contractor appointed by the Council
One (1) registered mechanical or civil structural engineer appointed by the Council
One (1) registered electrical engineer appointed by the Council
One (1) architect appointed by the Council
SECTION III. The Committee will review the original submission and update it in compliance with the Louisiana State Building Code recently passed on January 13, 2004.
SECTION IV. Submit recommendation to be implemented in phases, together or separate for easy management. Time-line recommendation of each phase and any grand fathering clause, grace period. Fee structure, inspection, and incorporation of the department in Parish Governance.
Phase I Residential Housing, single, multi-family subdivisions
Phase II Commercial Building of any size intended for Commercial or public use
Phase III Repair, replacement, and maintenance of all existing structures
SECTION V. That the length of service of all listed appointments be for a single term of one year, from appointment.
SECTION VI. The Administration is directed to hire S.C.P.D.C. in an expert advisory role to The Citizen Committee.
SECTION VII. The Council representative is directed to conduct public hearings at least once on each bank of the River for Public Input/Education before finalizing the recommendations for Council action. He/She is directed to take all necessary steps for a speedy council action and budgeting.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby re-commission The Citizens Subcommittee on Comprehensive Building Codes as originally recommended by S.C.P.D.C.
