Title

A resolution approving and authorizing the Parish President to submit an application for grant funds from the Louisiana Community Development Block Grant - Coronavirus (LCDBG-CV) HVAC Improvements Program to complete HVAC improvements for eligible publicly-owned facilities within the Parish; and certifying that the Parish will utilize its own full-time permanent Grants Office staff for the purpose of administering this LCBDG-CV program, if funded.

Body

WHEREAS,                     in the CARES Act, the U.S. Department of Housing and Urban Development (HUD) was allocated funding to prevent, prepare for and respond to the coronavirus; and,

WHEREAS,                     from that funding the State of Louisiana was appropriated $44,336,196, and of that funding the Office of Community Development (OCD) has allocated $15,500,000 for upgrades to HVAC and ventilation systems for local governments with populations of 10,000 or more; and,

WHEREAS,                     according to the CDC upgrades/modifications to HVAC systems can improve air quality and minimize the spread of airborne infectious diseases; and,

WHEREAS,                     OCD is accepting applications on a first come, first serve basis from units of general local government for projects to upgrade/modify HVAC and ventilation systems in CDBG-eligible publicly-owned community facilities in an effort to reduce the spread of the virus; and, 

WHEREAS,                     all applications must identify the national objective being addressed by the proposed improvements for each community facility as required by CDBG regulations (24 CFR 570.483); and,

WHEREAS,                     facilities proposed for HVAC improvements must primarily benefit 51% or more low/moderate income persons; and,

WHEREAS,                     St. Charles Parish intends to apply for funding under the Louisiana Community Development Block Grant - Coronavirus (LCDBG-CV) HVAC Improvements Program to complete HVAC improvements on eligible facilities throughout the Parish; and,

WHEREAS,                     the Parish maintains full-time permanent staff in the Grants Office for the sole purpose of and with proven capacity for administering federal, state, and other grant programs, including the CDBG-CV Program; and,

WHEREAS,                     the Louisiana Community Development Block Grant - Coronavirus (LCDBG-CV) HVAC Improvements Program application requires a resolution of support from the local governing body.

NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL do hereby approve and authorize the submission of the application to the Louisiana Community Development Block Grant - Coronavirus (LCDBG-CV) HVAC Improvements Program for eligible facilities throughout the Parish.

BE IT FURTHER RESOLVED that the Parish President is hereby authorized to execute said application and to act on behalf of St. Charles Parish in all matters pertaining to this project and subsequent grant award.

The foregoing resolution having been submitted to a vote, the vote thereon was as follows:
