Title
A resolution supporting the St. Charles Parish Assessor's Office in their challenges against tax exemptions and the need to protect the Parish from unforeseen events.
Body
WHEREAS,      legislation is needed to help keep all exemptions at an essential minimum, emphasizing local control with public notice, hearing, and approval of exemptions applications at the Parish level; and,
WHEREAS,      exemptions should not apply to school Millages; and,
WHEREAS,      Public Officials must support the Assessor by writing to the Board of Commerce and Industry and the Louisiana Tax Commission; and,
WHEREAS,      all new projects must create 10 new permanent jobs and all must be Louisiana residents; and,
WHEREAS,      Public Officials must help the Tax Assessor inform all taxpayers of our current problems and help to convey new ideas to create a better tax system; and,
WHEREAS,      our tax system has reversed, homeowners and small business property owners are paying 19% to 51% more than large major corporations in St. Charles Parish; and,
WHEREAS,       St. Charles Parish is unique, having all major industries within the Parish unlike the other 63 Parishes in Louisiana; and,
WHEREAS,      Legislation is needed for the disabled who cannot work, wives or husbands who cannot support the disabled and are on fixed incomes; and,
WHEREAS,      The Louisiana Tax Commission needs a review process for public service properties.  The legislative auditor or an independent audit should be made of all public service properties.  Since the Louisiana Tax Commission stated for years that "our public service section is extremely short-handed" then allow the Assessor the duty to appraise and assess public service properties in their respective Parishes with Louisiana Tax Commission review; and,
WHEREAS,      Public Service Properties should be on the internet with names, addresses, and the complete description of all properties.  The preceding year's values should also be available in order for the public to compare additions, increases, and reductions of each year's values.
NOW, THEREFORE BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby support the St. Charles Parish Assessor's Office in their challenges against tax exemptions and the need to protect the Parish from unforeseen events.
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to Governor Kathleen Babineaux Blanco, Senator Joel T. Chaisson, II, Representative Ernest D. Wooton, Representative Gary L. Smith, Jr., State Treasurer John Kennedy, and the Louisiana Tax Commission.
