RESOLUTION NO.                                                 

Title

A resolution requesting the Parish President to solicit the Corps of Engineers to upgrade the existing gauges to real time gauges at Cross Bayou on the North side, Gauge ID 85660, on the South side, Gauge ID 85662, and at the Pipeline Canal at the Illinois Central Railroad South, Gauge ID 85566 and recommission Pipeline North Gauge No. 85564, real time.

Body

WHEREAS,                     the gauge on the North side, Gauge ID 85564 which was discontinued in 1998 should be re-commissioned and made a real time gauge; and,

WHEREAS,                     there was significant problems at the opening under the Rail Road track that parallels along I-10 in the LaBranche Wetlands causing decrease flow of water from the Wetlands behind this track during past tropical storms, past hurricanes, past rain events and as evident during Tropical Storm Isidore and Hurricane Lili; and,

WHEREAS,                     it is imperative to monitor and know the lake and wetland levels due to storm/lake conditions that would adversely affect the residents of the East Bank of St. Charles Parish and its effect on Airline Highway US 61 a major hurricane evacuation route; and,

WHEREAS,                     in the Corps of Engineers designs they are to install real time gauges at the balance of the flood gates being installed along the Hurricane Protection Levee in the St. Rose area.  The Corps of Engineers should expedite the installation of these real time gauges prior to the closing in of the Hurricane Protection Levee; and,

WHEREAS,                     with the gauges presently installed in the Wetlands, data is available from the Cross Bayou Canal west to the Bonnet Carre Spillway East Guide Levee.  There is no data available from the Cross Bayou to the Jefferson Parish Flood Protection Levee; and,

WHEREAS,                     the data from the planned gauges to be installed at the future gates in the St. Rose area is required to better understand the area for the location and possible sizing of pumps.

NOW, THEREFORE, BE IT RESOLVED, THAT WE THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL do hereby request the Parish President to solicit the Corps of Engineers to upgrade the existing gauges to real time gauges at Cross Bayou on the North side, Gauge ID 85660, on the South side, Gauge ID 85662, and at the Pipeline Canal at the Illinois Central Railroad South, Gauge ID 85566 and recommission Pipeline North Gauge No. 85564, real time.
