Title
A resolution notifying the Louisiana Department of Environmental Quality that the St. Charles Parish Department of Wastewater has reviewed the Municipal Water Pollution Prevention Environmental Audit Report for WP0387 - Killona Wastewater Treatment Plant, and set forth the required action.
Body
WHEREAS, the Louisiana Department of Environmental Quality Municipal Water Pollution Prevention Environmental Audit Report Program is designed to encourage municipal wastewater facilities to provide compliance maintenance prior to becoming noncompliant; and,
WHEREAS, it is necessary to submit the Environmental Audit to the Louisiana Department of Environmental Quality along with this resolution.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby notify the Louisiana Department of Environmental Quality that the St. Charles Parish Department of Wastewater has reviewed the Municipal Water Pollution Prevention Environmental Audit Report (copy attached) and sets forth the following action necessary to maintain permit requirements contained in WP0387, Killona Wastewater Treatment Plant:
a. Smoke testing, monitoring, and continuous maintenance and upgrading of existing sewer collection lines. The Wastewater Department is using its camera equipment to thoroughly inspect the gravity lines in the system.
b. Currently undergoing an aggressive preventive maintenance program. This program includes rehabilitation of lift station control panels and a comprehensive lift station inspection form.
c. The St. Charles Parish Wastewater Regionalization Program, which involves two (2) regional treatment plants, one each on the East Bank and the West Bank of St. Charles Parish, has been completed. These plants are treating the wastewater from the areas previously being served until the collection system lines are laid. At that time the flows from the remaining existing treatment plants will be transported to the new regional plants. We anticipate having these lines completed by December 2000, after which time, all domestic waste will be treated at the regional plants and the Luling Oxidation Pond. We will continue to operate the Ama Wastewater Treatment Plant until the Luling Oxidation Pond is able to accept the flow from that plant.
d. In accordance with the conditions of the LDEQ State Revolving Loan Fund, the Wastewater Department will continue to replace manholes and sewer collection system lines which are old and dilapidated resulting in excessive inflow and infiltration causing overflows, bypasses and permit violations.
