IN   RECOGNITION
WHEREAS,      Chelsey Elizabeth Hymel is a resident of St. Charles Parish residing in Montz, Louisiana with her parents John and Shellie Hymel and her siblings, Ashlyn and Austin; and,
WHEREAS,      Chelsey is a 2009 graduate of St. Charles Catholic High School in LaPlace and is currently a Sophomore at Southeastern Louisiana University in Hammond majoring in Nutrition with a 3.0 GPA; and,
WHEREAS,      Chelsey is the recipient of the TOPS Scholarship award and the Bronze Service Hours award; was elected to the Homecoming Court; the recipient of the American All-Star Award with American All-Star Dance and Universal Cheer Association; and auditioned and was chosen for the New Orleans Ballet Association; and,
WHEREAS,      Chelsey is a member of St. Joan of Arc Catholic Church in LaPlace; has volunteered at St. Joan of Arc thrift shop; served as a church greeter; delivered Christmas gifts to the elderly; and has participated in the United Way of St. Charles Relay for Life; and,
WHEREAS,      Chelsey enjoys dancing, spending time with friends, shopping with her sister, riding four-wheelers with her brother, and playing with her dog Sophie; and,
WHEREAS,      on August 8, 2010, Chelsey was crowned the 52nd Miss Queen at the Annual St. Charles Parish Festival Pageant held at Destrehan High School, and was also the winner of Fashion, Photogenic, and People's Choice Awards; and,
WHEREAS,      Chelsey describes herself as being determined, vivacious, and sincere.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to
