Title
An ordinance to amend Ordinance No. 12-1-7 to extend the temporary Moratorium on the issuance of Taxicab Licenses (Certificates of Public Need and Convenience) in St. Charles Parish through December 31, 2012.
Body
WHEREAS, the Parish of St. Charles has the authority to regulate taxicab businesses as per LRS 33:4792 and Chapter 22.5 of the Code of Ordinances; and,
WHEREAS, said Section of the Code is in need of revision and study by the Parish; and,
WHEREAS, the temporary Moratorium passed under Ordinance No. 12-1-7 is set to expire on June 30, 2012; and,
WHEREAS, similar reviews are currently underway by Jefferson Parish and the City of Kenner, both communities that work in concert with the provisions of the St. Charles Parish Code; and,
WHEREAS, additional time is needed to continue to work with adjoining municipalities.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the Moratorium on the issuance of new Taxicab Licenses, Certificates of Public Need and Convenience (C.P.N.C.), is hereby extended and shall continue through December 31, 2012.
SECTION II. That no applications for new taxicab licenses shall be accepted or issued through the expiration of this Moratorium.
SECTION III. That this Moratorium shall not affect the renewal of an existing Taxicab License.

And the ordinance was declared adopted this day of , 2012, to become effective five (5) days after publication in the Official Journal.
