An ordinance to amend the St. Charles Parish Code to adjust the Service Charge for Solid Waste Collection and Disposal Services and to eliminate the Recycling Collection Services Charge.
Body
WHEREAS, the St. Charles Parish Council has approved a Contract with Coastal Waste Services, Inc. for Solid Waste Collection Services; and,
WHEREAS, the St. Charles Parish Council adopted Ordinance No. 98-12-14, as amended by Ordinance No. 03-7-9, approving a Contract with River Birch, Inc. for Solid Waste Disposal Services; and,
WHEREAS, the Solid Waste Program is designed to be a self supporting program funded by user service charges; and,
WHEREAS, in order to adequately fund these contracts it is necessary to adjust the monthly service charges; and,
WHEREAS, the Department of Finance has estimated that a monthly user fee of $16.68 will be required to fund the Solid Waste Collection and Disposal Program; and,
WHEREAS, due to Hurricane Katrina no recycling facilities are available in the Greater New Orleans Area, requiring the elimination of the recycling collection program.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That Chapter 10, Article II, Section 10-22 (a) of the Code is hereby amended to read as follows:
(a) Levied: That a monthly Service Charge of sixteen dollars and sixty-eight cents ($16.68) is hereby established and levied for each Residential Unit and Commercial Unit within the Parish of St. Charles as defined in the Parish's current Solid Waste Collection Program, effective March 1, 2006. The monthly service charge established herein shall be adjusted on June 1, 2007 and each year thereafter in an amount equal to the Consumer Price Index, applicable to the New Orleans - Baton Rouge area, as published by the United States Department of Labor, Bureau of Labor Statistics. Said adjustment shall be equal to the net percentage change in the CPI for the prior calendar year.
SECTION II. That Chapter 10, Article IV, Section 10-47 (1) of the Code is hereby amended to read as follows:
(1) The monthly Service Charge for recycling services is hereby suspended indefinitely.
SECTION III. That the total monthly Service Charge to each unit shall be sixteen dollars and seventy-eight cents ($16.78) per month, including the ten cents (10ยข) per month billing fee.
