Title
A resolution authorizing the Chairman or the Secretary to offer OBJECTION to LULING 22/LA L. P., EI#20-000-0657, WQC #991108-07, for a permit to clear, grade, and install and maintain fill in an area for a residential subdivision (Lakewood East, Phase II) and appurtenances in approximately 13.9 acres of bottomland hardwood wetlands, Luling in St. Charles Parish, Louisiana.

BE IT RESOLVED by the St. Charles Parish Council acting as the Governing Authority of the Parish:
SECTION I. That the Chairman or the Secretary be and is hereby authorized to offer an OBJECTION in connection with the application of LULING 22/LA L.P. for a permit to clear, grade, and install and maintain fill in an area for a residential subdivision (Lakewood East, Phase II) and appurtenances in approximately 13.9 acres of bottomland hardwood wetlands, Luling in St. Charles Parish, Louisiana.
SECTION II. That the offer of OBJECTION is issued for the following reasons: Objections based on Corps of Engineers Permit Criteria; Cumulative impacts of the following:
A) General environmental concerns
B) Wetlands - numerous recent objections concerning a recreation site just south of this site in question. People from all over the Parish objected due to the negative wetland impacts; this area consists of the same habitat.
C) Flood Hazards - this area was one of the hardest impacted areas in the Parish if not the worst, during recent heavy rain events. A new drainage system is being installed in the area directly to the west, however its effect is still unproven.
D) Recreation facilities in the area are inadequate for the population of both youth and Senior Citizens alike.
E) Safety and welfare of the residents in the surrounding area. Their welfare includes peace of mind evident by the fact that many, many letters sent to the Corps in objection.
SECTION III. That a copy of this resolution shall be forwarded to all interested part...
