A resolution to request the assistance of the United States Congressional Delegation and the United States Army Corps of Engineers to expedite the completion of the East Bank Hurricane Protection Levee.

WHEREAS, the United States Army Corps of Engineers, in conjunction with the Pontchartrain Levee District and St. Charles Parish is in the process of constructing the East Bank Hurricane Protection Levee (Lake Pontchartrain and Vicinity Hurricane Protection Project); and,
WHEREAS, the project includes four drainage structures (Cross Bayou, St. Rose Canal, Almedia Canal, and Walker Canal) which are not yet completed, along with the Koch Gateway Pipeline Floodwall and the Canadian National/Illinois Central Railroad Swing Gates; and,
WHEREAS, during Tropical Storm Isidore many residents and businesses in St. Rose and New Sarpy were inundated with flood waters from storm surge, and during Hurricane Lili these residents and businesses were again threatened; and,
WHEREAS, U.S. Highway 61 (Airline Drive) a major evacuation route for St. Charles Parish and the Metropolitan Area was closed for two days, due to storm surge, in addition to LA 50, LA 626 and East Harding Street; and,
WHEREAS, thousands of homes on the East Bank of St. Charles Parish were threatened from the storm surge, which thankfully receded prior to reaching their homes or topping individual subdivision levees; and,
WHEREAS, all of these problems could be eliminated with the completion of the East Bank Hurricane Protection Levee.
NOW THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby request the assistance of Senator John Breaux, Senator Mary Landrieu, Congressman W.J. "Billy" Tauzin, Congressman David Vitter, and Colonel Peter J. Rowan in supporting any and all actions necessary to expedite the completion of the Ea...
