Title
A resolution to amend the Parish Council Rules to revise Rule 14. to be specific when recognizing members to speak in order on the electronic voting system with exceptions of questions of Points of Order, Personal Privilege, and/or Motions to Deviate.
Body
WHEREAS, Granicus is the voting system utilized by the Council to facilitate council meetings in conjunction with Parliamentary Law.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby amend Rule 14. to read as follows:
RULE 14. (AS WRITTEN)
No member may speak until recognized by the Chairman. The Chairman shall recognize members by order on the electronic voting system. If the electronic voting system is inoperable in whole or in part, or unavailable, then the Chairman shall name the member to speak in the order in which the requests are received. Each member shall confine himself to the question under debate, avoid personalities, and refrain from impugning the motives of any other member's argument or vote. While a member is speaking, no member shall hold any private discourse. The Chairman should be addressed during all meetings as "Mr. Chairman" or "Madame Chairman", as is gender appropriate.
RULE 14. (REVISED)
No member may speak until recognized by the Chairman. The Chairman shall recognize members by order on the electronic voting system, with the exception of questions of Points of Order, Personal Privilege, and Motions to Deviate which are to be made verbally at any point during meetings due to the nature of these subjects and the timeliness relative to each. Members activating the request to speak function of the electronic voting system prior to the chairman commencing with the reading of an item for discussion shall immediately be called upon by the Chair.
