Title
An ordinance to amend the St. Charles Parish Code of Ordinances, Chapter 6, Article II, Sections 6-14 Permit Application to require solid waste disposal provisions prior to the issuance of a building/renovation permit.
Body
WHEREAS, numerous residential and commercial construction projects are placing construction debris along Parish streets for collection through the Parish's Curbside Solid Waste Program; and,
WHEREAS, the current Service Charges are not designed, nor are they sufficient, to handle the volume of waste generated; and,
WHEREAS, this waste has largely contributed to the current deficit in the Solid Waste Program Fund; and,
WHEREAS, in order to address this problem it is the desire of the Parish Council to require that construction projects provide for the disposal of waste generated at their site.
WHEREAS, Curbside Solid Waste Pickup Service will not be available until the structure is complete and a Certificate of Occupancy is issued by the Department of Planning & Zoning.
WHEREAS, Solid Waste fees will not be activated until a Certificate of Occupancy is issued and pickup service is requested.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the St. Charles Parish Code of Ordinances, Chapter 6, Article II, Section 6-14, Permit Application is hereby amended by adding the following:
(l) Copy of agreement with provider of service to remove and haul off all construction debris, garbage, trash, etc. generated during construction to a state permitted disposal site. For minor residential permits the Planning Department may accept an alternative form of debris removal.
