Title
A resolution reaffirming Resolution No. 4543 requesting the extension and widening of Louisiana Highway 3127.
Body
WHEREAS, we are all aware of the significant traffic congestion on I-10 and I-12 in the Baton Rouge area, and Baton Rouge's need for immediate relief and lessening of the traffic congestion; and,
WHEREAS, immediate relief would be achieved by widening Louisiana Highway 3127 to four-lanes from Louisiana Highway 90 to Louisiana Highway 70 and the continuation of Louisiana Highway 3127 along the rural areas of Ascension, Iberville, and West Baton Rouge Parishes to the I-10 intersection with Louisiana Highway 77; and,
WHEREAS, this route would not only provide a different truck route for traffic and other vehicles traveling east, but would also serve as an “Evacuation Route” during emergency conditions for residents of Plaquemines, Jefferson, and lower Lafourche Parishes as well as St. Charles, St. John the Baptist, and St. James Parishes; and,
WHEREAS, the mass exit or evacuation of residents from the lower lying parishes of the State of Louisiana cannot be achieved efficiently or expeditiously under the current “Evacuation Plan”, as evidenced recently when attempted prior to the landfall of Hurricane Katrina; and,
WHEREAS, the extension of Louisiana Highway 3127, (the West Bank Highway), will not involve the relocation of mass residents, but will provide immediate relief at less cost in comparison to other alternatives; and,
WHEREAS, continuation of Louisiana Highway 3127 will provide greater utilization at the existing Sunshine Bridge, Veterans Memorial Bridge (between Wallace and Gramercy), the Hale Boggs Memorial Bridge (between Luling and Destrehan), and both the Huey P. Long Bridge and Greater New Orleans Bridge; and,
WHEREAS, the continuation of Louisiana Highway 3127 will provide an ease of traffic flow with very few traffic lights, no dog legs...
