Title
An ordinance of the Parish of St. Charles providing that the Code of Ordinances, Parish of St. Charles, be amended by revising Chapter 2 Administration to provide mandatory security clearance through metal detectors for all persons prior to entering the Parish Council Meetings.
Body
WHEREAS, in an area survey taken in 1996, the St. Charles Parish Council scored higher on the report card than any other Parish Government as far as providing information to the public; and,
WHEREAS, although local governments all over America are suffering from an epidemic of incivility, the St. Charles Parish Council has in the past six (6) months taken positive steps to restore civility at its meetings; and,
WHEREAS, a Sheriff's Deputy has been monitoring the activities of Parish Council meetings and providing assistance to the Council Chairman when necessary to quiet disturbances; and,
WHEREAS, very often, however, tensions rise when issues are emotional and action by citizens or members of the audience become unpredictable; and,
WHEREAS, behavior exhibited recently is indicative of aggressive, angry and even hostile personalities; and,
WHEREAS, the members of the St. Charles Parish Council feel it is imperative to take precautionary steps to protect the lives of all persons in attendance at Parish Council meetings by implementing requirements and safeguards.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. It shall be mandatory for every person or official to receive clearance by a St. Charles Parish deputy by walking through the metal detector prior to entering the Parish Council Meetings.
SECTION II. It shall be unlawful for any person to violate the provisions of this Section.
