Title
An ordinance to amend the St. Charles Parish, Zoning Ordinance, Section XXI, Sign Regulations, to regulate off-premises advertising on scenic roadways.
Body
WHEREAS, the Louisiana State Legislature established the Louisiana Byways Program to promote economic development and tourism using designated highways; and,
WHEREAS, the Louisiana Department of Transportation and Development prohibits outdoor and general advertising along such designated highways; and,
WHEREAS, Act No. 287 of the 2003 Regular Legislative Session removed US Highway 90 from Boutte to the St. Charles Parish/Lafourche Parish line from the program, and DOTD notified the Department of Planning and Zoning of this change on July 7, 2005; and,
WHEREAS, the St. Charles Parish Council wishes to protect the scenery along designated highways from the unsightly proliferation of billboards and general advertising signs without becoming overly dependent upon State agencies.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That Section XXI of St. Charles Parish Zoning Ordinance is amended as follows:
Section XXI. E, Prohibited Signs, is amended by adding the following:
9. No general advertising sign shall be erected within visual observation of the main traveled way of US Highway 90, US Highway 61, LA Highway 18, LA Highway 3127, I-310, LA Highway 631 (Old Spanish Trail), LA Highway 628, I-10, LA Highway 626 (St. Rose Avenue), LA Highway 48, and LA Highway 50.

And the ordinance was declared adopted this day of , 2006, to become effective five (5) days after publication in the Official Journal.
