Title
An ordinance to enact a moratorium to provide regulations for certain public expenditures during this budget transition period.
Body
WHEREAS, because it may be necessary to impose costly sewer rate increase on the public in the very near future; and,
WHEREAS, because the Administration has also warned the Parish Council of the necessity for an increase in water rates soon; and,
WHEREAS, because serious Solid Waste issues must be addressed by the Parish Officials.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That a moratorium shall be in effect for the following purposes:
(a) recruitment and hiring of new employees except Council Secretary and Parish Civil Engineering, Computer positions
(b) all contracts and budgeted but not bid on projects
(c) purchases of equipment costing over $2,500.00
(d) rental of equipment, office space and other such items
BE IT FURTHER ORDAINED, that this moratorium shall be in effect for one year from the effective date of this ordinance or until:
(a) the Parish Council has a clear understanding and report on the Revenues and Expenses
(b) the fund balance of the current year is evaluated
(c) the budget details for the 2001 Consolidated Operating and Capital Budget are approved by the Council and accepted by the President.
