The Parish of St. Charles
IN MEMORIAM
WHEREAS, on November 28, 2002, the Almighty God, in His Infinite Wisdom, has seen fit to call from among us one of His most worthy servants, Billie W. Bumgarner; and,
WHEREAS, Billie W. Bumgarner was both a loving wife and mother and a dedicated Public Servant; and,
WHEREAS, words cannot adequately express or convey the appreciation felt by all of us for the many years of dedicated public service rendered by Billie W. Bumgarner to St. Charles Parish; and,
WHEREAS, Billie W. Bumgarner lived and worked in St. Charles Parish for more than 47 years; and,
WHEREAS, for 6 years Billie W. Bumgarner served as a member of the Library Board of Control; and,
WHEREAS, Billie W. Bumgarner was a brilliant and dedicated teacher, member of the RRHS Board of Directors since 1989, Secretary of the Board since 1990, tour guide at the Destrehan Plantation for several years, and was Chairman of the Hospitality Booth at the Destrehan Plantation Fall Festival for the past 10 years; and,
WHEREAS, Billie W. Bumgarner was a wonderful and caring friend, a listener, and more importantly, a giver; and,
WHEREAS, Billie W. Bumgarner will not only be remembered for her integrity and dedication to public service but for her gentle ways and kind heartedness.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, duly assembled on this 17th day of February 2003, do hereby express our sincere sympathy to the family and friends of
BILLIE W. BUMGARNER
SEPTEMBER 13, 1922 - NOVEMBER 28, 2002
and do hereby convey our gratitude for her years of dedicated public service to the people of St. Charles Parish; and,
BE IT FURTHER RESOLVED, that a page in the Official Minute Book of the St. Charles Parish Council be set aside to record this Memoriam.
