WHEREAS, a central system of administration of all General Government Buildings is in the best interest of the Parish; and,
WHEREAS, the Home Rule Charter does provide the mechanism for the establishment of a Department to handle this function.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That there is hereby created the Department of General Services. This Department shall be responsible for the administration of all General Government Buildings.
SECTION II. Definition. Public Building or Public Facility: Owned, leased or rented facilities to house public employees.
SECTION III. That the functions and responsibilities of the Department of General Services shall include, but shall not be limited to, the following:
i) The administration of the maintenance and operation of public owned, leased or rented buildings under the jurisdiction of the St. Charles Parish Council;
ii) The preparation and up-dating of a policy and procedure manual for the administration of public owned, leased or rented buildings;
iii) Annual inspection: annual written facility inspection report to the Parish Council giving in detail the general conditions of the buildings;
iv) Sixty (60) days prior to the annual inspection, performance of an annual written survey of all employees housed or employed at these public facilities; results of the survey shall be attached to the annual inspection;
v) Prepare a monthly check-list of all items to be maintained on a daily, weekly, monthly, quarterly or annual basis;
vi) Consult and cooperate with Department Directors and their employees in maintaining and repairing facilities;
vii) Investigate all reports of facility problems;
