Title
A resolution supporting the efforts and authorizing the execution of correspondence to Representatives expressing support to quickly pass H.R. 5735, the Bipartisan State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act (S. 3011), which will assist in the recovery from the devastating effects of COVID-19 within our local community.

WHEREAS, the State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act (S. 3011), represents a bipartisan compromise forged by Senators Cornyn and Padilla that unanimously passed the U.S. Senate and would provide St. Charles Parish with the flexibility to invest a portion of our American Rescue Plan Act's (ARPA) Coronavirus State and Local Fiscal Recovery Funds (Recovery Funds) in transportation, infrastructure and government services; and,
WHEREAS, this flexibility is crucial to St. Charles Parish as we struggle to make necessary investments within our community in compliance with the existing guidance for these funds; and,
WHEREAS, St. Charles Parish is working to swiftly invest Recovery Funds using ARPA Recovery Funds on activities currently eligible under U.S. Treasury's Interim Final Rule; and,
WHEREAS, because of some current prohibitions on the use of these funds, we have been limited in our ability to invest into projects and programs that would promote economic recovery; and,
WHEREAS, under S. 3011, St. Charles Parish would be allowed to use funds for transportation, infrastructure, and economic development projects for government services; and,
