IN RECOGNITION
WHEREAS, a FEMA flood map open house was held in March of 2013, with a subsequent town hall meeting which drew more than 1,000 residents; these events signified the start of a pushback in the southeast section of the United States against the Biggert-Waters Flood Insurance Reform Act of 2012, which allowed the National Flood Insurance Program to raise flood insurance rates to unaffordable amounts; and,
WHEREAS, since early 2013, St. Charles Parish residents and leaders have been instrumental in pushing Congress to correct crucial provisions in the Biggert-Waters Act; and,
WHEREAS, Catherine Porthouse Sinclair, a resident of St. Charles Parish, residing in Bayou Gauche with her husband Fred Sinclair, has been a key figure in this pushback; and,
WHEREAS, Catherine is an Environmental Compliance Specialist with Cornerstone Chemical Company in Waggaman, Louisiana; and,
WHEREAS, Catherine has put forth an unyielding effort in helping to expose the effects the Biggert-Waters Act would have on St. Charles Parish by putting in untold hours of research on the matter, interpreting the overwhelming amount of data, and communicating via social media; and,
WHEREAS, Catherine's determination has helped to push Congress to pass legislation to undo some of the unintended consequences the Biggert-Waters Act has caused, resulting in the recent passing of The Homeowner Flood Insurance Affordability Act of 2013 (H.R. 3370).
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby recognize
CATHERINE PORTHOUSE SINCLAIR
FOR HER GENEROUS DEDICATION AND COMMITMENT TO ST. CHARLES PARISH
