IN RECOGNITION
WHEREAS, on Tuesday, October 17, 2023, St. Charles Parish Sheriff's Office, Off-Duty Officer, Deputy Michael Kinler risked his life to rescue a young child, after a vehicle crashed into a pond south of the Spillway in Norco; and,
WHEREAS, the St. Charles Parish Sheriff's Office responded to the area of Airline Highway in Destrehan to the report of a woman in a vehicle in crisis; the woman's young child was also in the vehicle; and,
WHEREAS, Off-Duty Officer, Deputy Kinler saw a vehicle matching the description on the shoulder of the Spillway Bridge. The vehicle made a u-turn and quickly accelerated before crashing in the pond; and,
WHEREAS, Deputy Kinler immediately entered the water and swam to the vehicle, which was quickly taking on water. He opened a rear door, removed the young child from a safety seat, and swam back to safety; and,
WHEREAS, three good Samaritans also entered the water and rescued the woman from the driver's seat; and,
WHEREAS, the woman and child were transported to area hospitals for medical evaluation; and,
WHEREAS, St. Charles Parish Sheriff Greg Champagne stated, "I am proud of the quick thinking of Deputy Kinler and the good Samaritans who assisted. Two lives were saved because of their heroic actions".; and,
WHEREAS, Deputy Kinler has only been patrolling for about six months and says he was in the right place at the right time; and,
WHEREAS, Deputy Kinler's supervisor, Lt. Devin Lavergne said "God put him in the place to help those who needed it".
NOW THEREFORE, BE IT RESOLVED, WE THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, duly assembled on this 20th day of November 2023, hereby offer this tribute in appreciation and recognition to
DEPUTY MICHAEL KINLER
For his unselfish and courageous act in
saving a young child from a possible drowning
