Title
A resolution to support continued membership of St. Charles Parish in the Council for Conservation and Reinvestment of Outer Continental Shelf Resources (The Conservation Council).
Body
WHEREAS, Mr. Jack C. Caldwell, Secretary of the Louisiana Department of Natural Resources has contacted the Parish to request its continued support of the Conservation and Reinvestment Act (CARA); and,
WHEREAS, the Conservation and Reinvestment Act pasted the United States House of Representatives last year by a vote of 315 to 102 and was reported favorably by the Senate Energy and Natural Resources Committee, however time expired before the full Senate could consider the legislation; and,
WHEREAS, CARA has been reintroduced in the United States House of Representatives as H.R.701 with over 200 cosponsors, and was approved by the House Resources Committee on July 25, 2001; and,
WHEREAS, as a result of the efforts to pass CARA, Congress passed the Coastal Impact Assistance Program (CIAP) which resulted in an allocation of $ 289,221.00 to St. Charles Parish; and,
WHEREAS, it is the desire of the Parish Council and the Parish President to continue its membership and support of The Conservation Council.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby support and approve the continued membership of St. Charles Parish as a voting member of the Conservation Council at a cost of $ 10,000.00.
