Proclamation: "Prevent a Litter Month"
Body
WHEREAS, dogs and cats give companionship to and share the homes of over 50,000,000 individuals in the United States; and,
WHEREAS, two unaltered cats and their kittens can produce 420,000 more cats in seven years and two unaltered dogs and their puppies can produce 67,000 more dogs in six years; and,
WHEREAS, St. Charles Parish had to euthanize 1,005 dogs and cats in 1999, although many of them were healthy and adoptable, simply because there are not enough good homes, this was 58% of the total animals collected at the shelter; and,
WHEREAS, the problem of companion animal overpopulation cost the taxpayers of St. Charles Parish thousands of dollars annually through animal control programs aimed at coping with unwanted dogs and cats; and,
WHEREAS, spaying and neutering dogs and cats has been shown to drastically reduce dog and cat overpopulation; and,
WHEREAS, veterinarians, humane societies, and national and local animal protection organizations worked together to ensure the spaying or neutering of more than 110,000 companion animals through "Spay Day USA" in 1999; and,
WHEREAS, veterinarians, humane societies, and national and local animal protection organizations have joined together again to advocate the spaying and neutering of companion animals during "Prevent A Litter Month" and on "Spay Day USA 2000".
NOW, THEREFORE, BE IT RESOLVED THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, DO HEREBY PROCLAIM

"SPAY DAY USA"
BE IT FURTHER RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, HEREBY CALL UPON THE PEOPLE OF ST. CHARLES PARISH TO OBSERVE THE MONTH BY HAVING THEIR OWN DOGS OR CATS SPAYED OR NEUTERED OR BY SPONSORING THE SPAYING OR NEUTERING OF ANOTHER PERSON'S DOG OR CAT.
