Title
An ordinance to amend the St. Charles Parish, Zoning Ordinance, Appendix A Section XXII to reduce the fee for administrative Home Occupation permits.
Body
WHEREAS, St. Charles Parish has both an administrative process and a public hearing process for permitting home occupations; and,
WHEREAS, the review processes are different but home occupation permits have a flat application fee of $200; and,
WHEREAS, the administrative home occupation permit process is administrative and does not include costs for publication and notification; and,
WHEREAS, the real cost to the parish of issuing an administrative home occupation permit rarely exceeds $25.00; and,
WHEREAS, it the $200 fee may discourage some citizens from applying for a home occupation permit; and,
WHEREAS, the St. Charles Parish Council wishes to encourage people to apply for permits for home occupations.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That Section XXII. B. 2. of the St. Charles Parish Zoning Ordinance, Home Occupation Permit Process, is amended as follows (bold text to be added):

2. Application: A citizen who proposes appropriate activities at a residence that is not under citation for violation of this Code may apply for a permit for a home occupation. The fee shall be two hundred dollars ($200.00) for those home occupations that require state permits and/or licenses and twenty-five dollars ($25) for those home occupations that do not require state licenses or permits. The applicant will agree to follow operational regulations. When an applicant does not own the subject property, the applicant must provide notarized endorsement of the application by the property owner.
