Title
A resolution to create a Reapportionment Committee for St. Charles Parish.
Body
WHEREAS, the St. Charles Parish Home Rule Charter, Article III, Section A.3. requires that "… the Parish Council shall reapportion itself by December 31, 1982 and by December 31st every ten years thereafter …"; and,
WHEREAS, the 2000 Decennial Census has been completed by the United States Census Bureau and its results, are the basis for reapportionment; and,
WHEREAS, Louisiana is one of nine states and certain other counties and townships that are required, under Section 5 of the Voting Rights Act of 1965, to submit all election changes to the United States Department of Justice for preclearance; and,
WHEREAS, in order to thoroughly review and analyze the 2000 Census Results and to prepare a Reapportionment Plan, in accordance with all applicable State and Federal laws, it is the desire of the Parish Council to create a Reapportionment Committee; and,
WHEREAS, the Parish Council and the Parish School Board have traditionally adopted identical reapportionment plans which have proven to be the most efficient and effective means of holding elections in St. Charles Parish; and,
WHEREAS, it is the desire of the Parish Council and the School Board to work together on the 2000 Reapportionment Plan to maintain concurrent boundaries; and,
WHEREAS, Louisiana Revised Statute 13:2614.A. mandates that the Justice of the Peace and Constables shall be elected from the same Districts as the Members of the Parish Council.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby establish a Reapportionment Committee.
BE IT FURTHER RESOLVED, that said Committee shall be composed of the following:
four (4) members of the Parish Council appointed by the Council Chairman with a majority vote of the Parish Council
