P R O C L A M A T I O N
WHEREAS, communities across Louisiana have become plagued by the numerous problems associated with alcohol, tobacco, and other drug use; and,
WHEREAS, the hard work and determination of individuals and communities is the key to creating a drug-free environment for all citizens; and,
WHEREAS, Leaders in government and in the community know that the support of the people in the neighborhoods is the most effective tool they can have in their efforts to reduce the use of alcohol, tobacco, and other drugs; and,
WHEREAS, success will not occur quickly, patience and continued commitment to drug education and prevention are essential; and,
WHEREAS, the red ribbon was chosen as a symbol to commemorate the work of Enrique “Kiki” Camarena, a Drug Enforcement Administration Agent, who was murdered in the line of duty and has come to represent the belief that one person can make a difference; and,
WHEREAS, the Red Ribbon Campaign was established by Congress in 1988 to promote this belief and to encourage a drug-free lifestyle and involvement in drug prevention efforts; and,
WHEREAS, the Red Ribbon Campaign is now the oldest and largest drug prevention campaign in the nation, reaching millions of young people during Red Ribbon Month; and,
WHEREAS, the Bayou Council on Alcoholism and Drug Abuse, a United Way agency, and the Lafourche Prevention Partnership urge businesses, government, parents, law enforcement, media, medical and religious institutions, schools, senior citizens, service organizations, and youth to demonstrate their commitment to this year's theme: “100% Me Drug-Free!” by wearing and displaying red ribbons during the month of October.
NOW, THEREFORE, WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, DO HEREBY PROCLAIM OCTOBER 2006, AS
RED RIBBON MONTH
