P R O C L A M A T I O N
WHEREAS, alcohol and other drug abuse in this Nation has reached epidemic stages; and,
WHEREAS, it is imperative that visible, unified prevention education efforts by community leaders be launched to eliminate the demand for drugs; and,
WHEREAS, the support of the people in the neighborhoods is the most effective tool that community leaders can have in their efforts to reduce use of alcohol, tobacco, and other drugs; and,
WHEREAS, the Red Ribbon Campaign offers citizens the opportunity to demonstrate their commitment to drug-free lifestyles; and,
WHEREAS, the red ribbon was chosen as a symbol commemorating the work of Enrique "Kiki" Camarena, a Drug Enforcement Administration Agent, who was murdered in the line of duty and has come to represent the belief that one person can make a difference; and,
WHEREAS, the Red Ribbon Campaign was established by Congress in 1988 to promote this belief and encourage a drug-free lifestyle and involvement in drug prevention efforts; and,
WHEREAS, the Red Ribbon Month will be celebrated in every community in America during the month of October; and,
WHEREAS, the Bayou Council on Alcoholism and Drug Abuse, a United Way agency, and the Lafourche Prevention Partnership urge all citizens, businesses, public and private agencies, media, religious and educational institutions to wear and display red ribbons and participate in drug-free activities throughout the month of October.
NOW, THEREFORE, WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, DO HEREBY PROCLAIM OCTOBER 2007, AS
RED RIBBON MONTH
IN ST. CHARLES PARISH AND ENCOURAGE ITS CITIZENS TO WEAR AND DISPLAY RED RIBBONS, MAKING A VISIBLE STATEMENT THAT WE ARE STRONGLY COMMITTED TO A DRUG-FREE COMMUNITY.
