IN RECOGNITION

WHEREAS, Billy Raymond, Sr., Deputy Chief Administrative Officer, is a native of Hahnville and lifelong resident of St. Charles Parish. He and his wife, Karen, are the proud parents of five children: Billy Jr., Bryan, Byron, Vernard, Zachary, and six grandchildren; and,

WHEREAS, Billy is a retired employee of Dow Chemical, formally known as Union Carbide, with over 30 years of service. He served as a Probation Officer for the City of Baton Rouge prior to accepting employment at Union Carbide and has also served as a Reserve Deputy in the 1980's and a Deputy in Special Services from 2013 to 2016 for the St. Charles Parish Sheriff's Office; and,

WHEREAS, Billy serves as a Deacon at Mount Airy Baptist Church; and,

WHEREAS, Billy was elected to the St. Charles Parish Council in 2007 as the District I Councilman and served as Council Chairman in 2010; and,

WHEREAS, Billy ended his term as Councilman in 2011 and returned to Parish Government in 2016; was appointed as Chief Administrative Officer (CAO) by former Parish President Larry Cochran, and was appointed as Deputy Chief Administrative Officer by current Parish President Matthew Jewell; and,

WHEREAS, Billy carried out his days with grace and kindness, beginning with greeting each and every employee on the 3rd Floor of the Courthouse; and,

WHEREAS, We will miss his professional expertise, mentorship, and most of all, his friendship.

NOW THEREFORE, BE IT RESOLVED, WE THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to

BILLY RAYMOND, SR.
