Title
A resolution of the St. Charles Parish Council requesting that Parish President Larry Cochran secures appraisals for both the purchase and for the leasing of the entire property owned by Marsh Investments known as Pier 90 and the same for the +/-33 acres site that was to be leased from Gator Cove Marina II.
Body
WHEREAS, a meeting of the Citizen Advisory Committee was held on November 29, 2017; and,
WHEREAS, discussions were held with respect acquiring the property for the Highway 90 Boat Launch by purchase, lease, and expropriation; and,
WHEREAS, the discussion indicated that expropriation of property would not be something they feel should be considered; and,
WHEREAS, with expropriation not being an option, the ability to secure a property for use as a boat launch will be determined upon a property owner being willing to accept the fair market value for the property based upon an appraisal; and,
WHEREAS, having appraisals performed in order to determine if the property owners are willing to sell or lease their property for the appraised value will result in cost savings associated with permit related work being done possibly for nothing should the owner not agree to not sell or lease the property for the amount the Parish is limited by law in paying; and,
WHEREAS, it is cheaper to have the appraisal performed at this time to determine if permitting should move forward than it is to have the permitting work performed just to find out in the end that it may have been done for nothing.
NOW, THEREFORE, BE IT RESOLVED, THAT WE THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby request that Parish President Larry Cochran secures appraisals for both the purchase and for the leasing of the entire property owned by Marsh Investments known as Pier 90 and the same for the +/-33 acres site that was to be leased from Gator Cove Marina II.
