IN   RECOGNITION
 
WHEREAS,      Ellis L. Collins a lifelong resident of St. Charles Parish residing in Hahnville, Louisiana has been an employee for St. Charles Parish for 18½ years, his current position being Pump Mechanic for the Department of Public Works; and,
WHEREAS,      on June 25, 2007 while working on a job at the 80' Arpent Pump Station in Boutte, screams were heard coming from the discharge side of the pump station.  Ellis witnessed a person, apparently unable to swim, struggling in the water; and,
WHEREAS,      reacting quickly, Ellis went into the water and brought the struggling victim to safety, averting a tragic loss of life; and,
WHEREAS,      on February 13, 2008 while traveling west on LA 18, Ellis noticed a small child chasing a dog unaccompanied by an adult, heading towards the heavily traveled highway; and,
WHEREAS,      Ellis immediately pulled his vehicle off of the road and ran to prevent the child from entering the street, avoiding a possibly fatal situation.  It was later learned that the child unknowingly left the safety of a home several hundred feet away; and,
WHEREAS,      Ellis should be publicly recognized for quickly reacting to dangerous situations by risking his own life to save the life of others.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to

for his unselfish and courageous acts
