IN RECOGNITION
WHEREAS, Dr. Roy K. Dokka, Executive Director, Center for GeoInformatics, Director, Louisiana Spatial Reference Center and Fruehan Endowed Professor of Engineering, Louisiana State University in Baton Rouge, joined the Department of Geology & Geophysics in 1980 as an assistant professor; and,
WHEREAS, Dr. Dokka, was promoted to full Professor in 1990, became the first recipient of the Adolphe G. Gueymard Professorship in Geology & Geophysics in 1998 and in 2001, he became the first Executive Director for the Center of GeoInformatics; and,
WHEREAS, in 2002 Dr. Dokka, initiated the Louisiana Spatial Reference Center, a partnership with the National Geodetic Survey-NOAA, focused on creating a state-of-the-art positional infrastructure for the state; and,
WHEREAS, Dr. Dokka, has pioneered the first Satellite Base Vertical Data measurements for Louisiana in St. Charles Parish and calibrated the system based on national standards with great accuracy and precision; and,
WHEREAS, Dr. Dokka has brought to St. Charles Parish the 3-D positioning infrastructure that will enable the building and maintenance of Flood Protection Levees and evacuation routes to the correct elevations to ensure and enhance public safety; and,
WHEREAS, Dr. Dokka worked with legislators in 2006 to develop language for a new state law that was patterned after a St. Charles Parish Ordinance, and now signed into law by the Governor, that requires surveyors to use an accurate vertical datum in their measurements throughout Louisiana, thus allowing for the production of accurate flood maps; and,
WHEREAS, Dr. Dokka, along with our Congressional Delegation, Parish and Local Officials and local citizens throughout the State, worked tirelessly to obtain funding from the Louisiana Board of Regents, the National Science Foundation, FEMA, State Legi...
