A resolution providing mandatory supporting authorization to endorse the positive recommendation of Planning and Zoning Commission for PZSPU-2014-04 to permit two dwelling units in a C-2 zoning district with a waiver from required four (4) parking stalls to two (2) noncompliant parking spaces, as requested by Lisa Carey.

WHEREAS, the St. Charles Parish Zoning Ordinance, requires a Special Permit Use with a supporting resolution of the Parish Council for an R-3 (multifamily) use in a C-2 zoning district (Section VII.C.III.c.2); and,
WHEREAS, the St. Charles Parish Zoning Ordinance further requires a supporting resolution of the Parish Council when the Planning Commission approves a Special Permit with a waiver to any impracticable zoning regulations (Section IV.10); and,
WHEREAS, the applicant has requested a waiver from the required four parking stalls to zero code compliant stalls; and,
WHEREAS, the historic site is almost entirely filled by the building itself leaving no space on the lot in which to install parking; and,
WHEREAS, at their meeting on April 4, 2014, the St. Charles Parish Planning and Zoning Commission recommended approval of the Special Permit Use with a waiver to the required parking.
NOW, THEREFORE, BE IT RESOLVED THAT THE ST. CHARLES PARISH COUNCIL provides this resolution in support of the Planning and Zoning Commission's decision to permit two-dwelling units at 309 and 311 Paul Maillard Road, a C-2 zoning district, as requested in PZSPU 2014-04 by Lisa Carey with a waiver to the required four parking stalls to two (2) noncompliant parking spaces.
