Title
An ordinance to amend the Code of Ordinances, Chapter 23 Waterworks Article I to add Section 4, St. Charles Parish Cross Connection Control Program.
Body
WHEREAS, The State of Louisiana has adopted the Louisiana State Plumbing Code, 2013 Edition; and,
WHEREAS, The Louisiana State Plumbing Code specifies certain requirements for Water Suppliers in regards to Cross Connection Control; and,
WHEREAS, The St. Charles Parish Department of Waterworks' Cross Connection Control Policies need to be updated in order to be consistent with these State requirements.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the Code of Ordinances be amended by adding Chapter 23-4 Cross Connection Control Program to read as follows:.
Sec. 23-4. CROSS CONNECTION CONTROL PROGRAM
I. Cross-Connection Control Device or Method Required
Each existing or new structure is required to implement and maintain an adequate cross-connection control device or method for backflow prevention as mandated under state law and state regulations.
II. Definitions
The following definitions shall apply only to this Division. For those terms not defined in this Division, the definitions contained in the Louisiana State Plumbing Code 2013 edition (LSPC, 2013 Edition), and as amended, shall apply.
“Administrative authority” means the St. Charles Parish Department of Waterworks, or any agent, employee, officer, department, or board of St. Charles Parish designated to enforce this ordinance.
“Approved” means accepted or acceptable under an applicable specification or standard stated or cited in the code, or accepted as suitable for the proposed use under procedures and authority of the administrative authority.
“Approved backflow prevention assembly for containment” means an air gap meeting ASME Standard A 112.1.2 - 1991 (R 1998) “Air Gaps in Plumbing Sys...
