Title
A resolution approving changes to guidelines under the HOME Program from the FY-1996 to 2005 grant years as administered by the Department of Community Services.
Body
WHEREAS, HUD regulations require that grantees of HOME, CDBG, and ESG funds follow a formal amendment process whenever it changes the use, scope, beneficiaries or intent of these funds; and,
WHEREAS, by allowing greater subsidy in each of the programs and/or by increasing the clarification of each program's guideline, it will increase the likelihood of the number of lower income persons successfully participating in these programs; and,
WHEREAS, as a result of Hurricane Katrina, the prices of construction materials and labor have increased resulting in an increase in program costs; and,
WHEREAS, no program budget changes will occur and the HOME Program guidelines will only affect the remaining fund balance for these grant years (to include any program income); and,
WHEREAS, the changes will adjust the HOME funded activities affecting remaining program guidelines only to grant years 1996 to 2005 of the Owner-Occupied Rehabilitation Program by increasing assistance from $20,000 to $60,000.
NOW, THEREFORE, BE IT RESOLVE, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby approve the following:
SECTION I. That the 1996-2005 HOME Program funding guidelines are hereby increased from $20,000 to $60,000.
SECTION II. That the Department of Community Services is hereby authorized to take actions as needed and appropriate to adjust and account for program guidelines, descriptions and goals of these programs.
SECTION III. That the Department of Community Services is hereby authorized to implement said programs in accordance with HUD, St. Charles Parish, Jefferson Parish, and Departmental policies, procedures and other federal requirements.
