Title
An ordinance to enact a MORATORIUM on any architectural and engineering projects that result in a fee of less than twenty thousand dollars ($20,000.00) threshold that are currently handled administratively, said Moratorium shall remain in effect until March 5, 2001.
Body
WHEREAS, on February 15, 1993 the members of the St. Charles Parish Council adopted Ordinance No. 93-2-20 establishing the Qualification Based Selection procedures for the procurement of architects and engineers; and,
WHEREAS, the procedure originally required that projects resulting in an engineering or architectural fee of $10,000 or more be awarded based on recommendations of the Review Panel and projects of less than $10,000 should be handled administratively; and,
WHEREAS, subsequently on April 6, 1998, Ordinance No. 98-4-3 amended Ordinance No. 93-2-20 to provide that projects less than $20,000 would be handled administratively; and,
WHEREAS, on June 5, 2000, Ordinance No. 00-6-1 amended the Code to require notice to the Parish Council of award of any Administrative contracts; and,
WHEREAS, on August 21, 2000, File No. 2000-0285 failed to receive the required votes for passage which would have amended the Code to change the fee limit on projects requiring Qualification Based Selection Review Panel approval from $20,000 to $10,000.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That a MORATORIUM is hereby placed on the awarding of any architectural and engineering projects that result in a fee of less than twenty thousand dollars ($20,000.00) threshold that are currently handled administratively.
SECTION II. That this MORATORIUM shall be in effect until March 5, 2001.
