IN   RECOGNITION

WHEREAS,                     Rachel Elizabeth Marino is a resident of St. Charles Parish residing in Norco, Louisiana with her parents Mary and Lance Marino, and her three siblings, Jacob, Elena, and Dominic; and,

WHEREAS,                     Rachel is a Senior at Destrehan High School where she is an honor student, member of the Beta Club, WISE Club, Interact Club, Kick off Mentor Council, and Metro and State Swim Team; and,

WHEREAS,                     Rachel plans to attend Louisiana State University in Baton Rouge and major in biology with plans on becoming a nurse; and,

WHEREAS,                     on August 9, 2015, Rachel was crowned the 9th Teen Queen at the annual Festival of Charities Pageant held at the American Legion Hall in St. Rose, and she also received the Fashion and Photogenic Awards; and,

WHEREAS,                     the Festival of Charities is a non-profit organization that started in October 2007, which benefits the Down Syndrome Association of Greater New Orleans and other charitable organizations; and,

WHEREAS,                     as Teen Queen, Rachel will represent the Festival of Charities as she will travel the State of Louisiana visiting local and parish events raising awareness of Down Syndrome; sharing the mission statement that everyone is special.

NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to
