Title
A resolution to request that the United States Congress waive the local cost share requirements for the 100 year flood protection system for Southeast Louisiana.
Body
WHEREAS, on August 29, 2005 Hurricane Katrina devastated Southeast Louisiana by overtopping levees and breaching floodwalls; and,
WHEREAS, the high winds, torrential rains, and flooding caused by Hurricane Katrina resulted in catastrophic damage to public and private properties in Plaquemines, Orleans, St. Bernard, and Jefferson Parishes, severely impacting the population, local economy and tax base of these Parishes and reducing the funding capabilities of their respective levee districts and additionally impact also occurred in St. Charles, St. John the Baptist, and St. James Parishes; and,
WHEREAS, in the aftermath of Hurricane Katrina, a 100 year flood protection system for Southeast Louisiana was reevaluated by the USACE and approved by Congress; and,
WHEREAS, the proposed Project Cooperative Agreement for construction of the 100 year flood protection system requires the local Assurors of the districts under the jurisdiction of the Pontchartrain Levee District to provide a local cost share of at least 30 percent of USACE designated applicable project costs, which project costs could well exceed $500 million, in addition to obtaining rights-of-ways and borrow acquisitions at the expense of the local Assuror without inclusion of the West Shore-Lake Pontchartrain portion of the Lake Pontchartrain and Vicinity Hurricane Projection Project; and,
WHEREAS, because of current economic conditions, intervention is required on the federal level to address the aforementioned local Assurors' requirements to construct the much needed 100 year flood protection system for these Parishes.
