Title
An ordinance to approve and authorize the execution of a contract with Comite Resources Inc., for Parish Project S060404 Wetland Wastewater Assimilation Biological Monitoring for the period of 5 years (2006-2011) to prepare and negotiate environmental permit applications into the wetlands adjacent to the Luling Oxidation Pond, in the amount of $210,000.00.

WHEREAS, in September 1997, St. Charles Parish was issued an Administrative Order (latest revision October 30, 2004, CWA-06-2004-1787) by the Department of Environmental Quality on the Luling Oxidation Pond due to non-compliance with discharge limits; and,
WHEREAS, Comite Resources, Inc., created a report entitled “Luling Wetland Wastewater Assimilation Use Attainability Analysis (UAA)” in September 2003, that outlines the use of wetlands discharge as a means of meeting the discharge requirements and the removal of the Administrative Order of the Luling Oxidation Pond; and,
WHEREAS, Ordinance No. 04-8-5 approved and authorized the execution of a contract with Comite Resources Inc., for Parish Project S000601 Luling Oxidation Pond Wetlands Discharge to prepare and negotiate environmental permit applications to discharge treated sanitary wastewater into wetlands adjacent to the Luling Oxidation Pond, in the amount of $42,000.00; and,
WHEREAS, Ordinance No. 05-12-38 awarded construction of Parish Project No. S000601, Luling Oxidation Pond Wetland Assimilation, to Fleming Construction Company, Inc.; and,
WHEREAS, Ordinance No. 05-12-39 approved and authorized the execution of Change Order No. 1 to decrease the original contract amount by $21,400.00; and,
WHEREAS, Ordinance No. 06-2-7 approved and authorized the execution of Change Order No. 2 - Final for Parish Project No. S000601, Luling Oxidation Pond Wetland Assimilation, to decrease the contract amount by $2,000.00; and,
