Title
An ordinance to waive Quality Based Selection (QBS) and to approve and authorize the execution of an Engineering Services Contract with Shread-Kuyrkendall & Associates, Inc. for the design of Parish Project No. P060405, Three-year Road Maintenance Program (2006, 2007, 2008).
Body
WHEREAS, St. Charles Parish desires to have Parish Project No. P060405, Three-Year Road Maintenance Program (2006, 2007, 2008), completed, and;
WHEREAS, this project requires professional services for the preparation of the annual road maintenance study, design, and administration of road repairs, overlays, shoulder and/or curb repair as determined by the Parishwide Priority Ranking System, and;
WHEREAS, since Hurricane Katrina has caused untold displacement and disruption of the citizens of Southeast Louisiana, fulfilling the requirements of Chapter 2, Article I, Section 2-12, Code of Ordinances (a.k.a. QBS) with regards to creating Review Panel has been impossible, and;
WHEREAS, it is important that St. Charles Parish proceed with this project in order to protect the property and well-being of its citizens.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the provisions of the Code of Ordinances, Chapter 2, Article I, Section 2-12, regarding the selection of Engineering firms, is hereby waived.
SECTION II. That the Engineering Services Contract with Shread-Kuyrkendall & Associates, Inc. for the design of Parish Project No. P060405, Three-year Road Maintenance Program (2006, 2007, 2008) be hereby accepted.
SECTION III. That the Parish President is hereby authorized to execute the attached Engineering Services Contract.
