Title
An ordinance to amend the Code to require solid waste disposal provisions prior to the issuance of a Certificate of Zoning Compliance.
Body
WHEREAS, numerous residential and commercial construction projects are placing construction debris along Parish streets for collection through the Parish's Curbside Solid Waste Program; and,
WHEREAS, the current Service Charges are not designed, nor or they sufficient, to handle the volume of waste generated; and,
WHEREAS, this waste has largely contributed to the current deficit in the Solid Waste Program Fund; and,
WHEREAS, in order to address this problem it is the desire of the Parish Council to require that construction projects provide for the disposal of waste generated at their site.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the St. Charles Parish Code, Appendix A, Section XI., C. Certificate of Zoning Compliance , 3.c. For New Residential is hereby amended by adding the following:
8) Copy of agreement with provider of services to remove and haul off all construction debris, garbage, trash, etc. generated during construction to a state permitted disposal site.
SECTION II. That the St. Charles Code, Appendix A, Section XI., C. Certificate of Zoning Compliance, 3.d. For Commercial, Industrial or Multifamily is hereby amended by adding the following:
10) Copy of agreement with provider of services to remove and haul off all construction debris, garbage, trash, etc. generated during construction to a state permitted disposal site.

The foregoing Ordinance having been submitted to a vote, the vote thereon was as follows:
And the ordinance was declared adopted this _____ day of ______________, 1999, to become effective five (5) days after publication in the Official Journal.
