Title
An Emergency Resolution requesting that the U. S. Corps of Engineers quickly assess conditions and engage the Coastal Protection and Restoration Authority of Louisiana (CPRA), in cooperation with the appropriate levee districts, to determine how to best make emergency repairs and prevention investments to prevent further flooding and damages in St. Charles Parish and expedite efforts to use the full authority of FC&CE to immediately implement emergency operations to help protect St. Charles Parish.

WHEREAS, the Parish President declared a State of Emergency on Friday, August 27, 2021 ahead of Tropical Storm Ida; and,
WHEREAS, the National Weather Service predicated that Hurricane Ida would be a major hurricane, bringing storm surges of 6-9 feet and the possibility of more than 10 inches of rain; the Parish President declared mandatory evacuation for all of St. Charles Parish on Saturday, August 28, 2021; and,
WHEREAS, St. Charles Parish was struck by Hurricane Ida on August 29, 2021; and,
WHEREAS, Hurricane Ida was a devastating storm that caused extraordinary winds, storm surge, and rainfall across a wide region of Louisiana which were incredibly impacted; and,
WHEREAS, Congress provided the U. S. Corps of Engineers the authority to carry out emergency operations when areas remain at risk and,
WHEREAS, the Flood Control and Coastal Emergency Act (P.L. 84-99 or FC&CE) provides for the Corps to participate in preparedness, response activities, and rehabilitation of flood control infrastructure such as federal and non-federal levees; and,
WHEREAS, the time it will take to implement emergency measures to stabilize and prevent further damages in St. Charles Parish and other Parishes constitute an emergency now; and,
WHEREAS, it is the desire of the Parish Council to assist in any way possible to help protect all St. Charles Parish residents.
