ORDINANCE NO.
Title
An ordinance to authorize the adoption of the St. Charles Parish Disaster Debris Management Plan.
Body
WHEREAS, the Federal Emergency Management Agency (FEMA) has a Public Assistance Alternative Procedure Pilot Program for Debris Removal that allows a one-time two percent (2%) Federal cost share increase for debris removal operations performed within 90 days from the start of the incident period of a major disaster or emergency declaration; and,
WHEREAS, in order to participate in the Pilot Program, a FEMA approved debris management plan has to be adopted by the Parish Council; and,
WHEREAS, the Parish received the FEMA approval letter for the St. Charles Parish Disaster Debris Management Plan on July 25, 2016, stating that FEMA Region 6 has determined the plan contains the basic planning elements of a debris management plan and that the plan is acceptable; and,
WHEREAS, it is the desire of the Parish Council to adopt the St. Charles Parish Disaster Debris Management Plan.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the St. Charles Parish Disaster Debris Management Plan is hereby approved and adopted and the Parish President and the Director of Public Works are hereby authorized to sign the Disaster Debris Management Plan.
SECTION II. That the Parish President is hereby authorized to approve updates to the Disaster Debris Management Plan with the recommendation of the Director of Public Works.
The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:




And the ordinance was declared adopted this day of , 2016, to become effective five (5) days after publication in the Official Journal.
