Title
A resolution placing a Moratorium on the issuance of permits for off-premises and general advertising signs along the U. S. Highway 90 corridor from LA 52 (Paul Maillard Road) and LA 633 (Magnolia Ridge Road) in Boutte to the St. Charles Parish/Lafourche Parish line in Des Allemands.

WHEREAS, the Louisiana State Legislature established the Louisiana Byways Program which included scenic routes along certain Louisiana Highways; and,
WHEREAS, said legislation included U. S. Highway 90 from Boutte to the St. Charles Parish/Lafourche Parish line; and,
WHEREAS, Act No. 287 of the 2003 Regular Legislative Session removed this section of U. S. 90 from the Louisiana Byways Program and D.O.T.D. notified the Department of Planning & Zoning of this change on July 7, 2005; and,
WHEREAS, it is the desire of the Parish Council to prohibit the issuance of permits for off-premises and general advertising signs along this section of U. S. Highway 90 until the Department of Planning & Zoning can study this issue and make recommendations to the Parish Council to regulate the unsightly proliferation of off-premises and general advertising signs along the corridor.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby impose a MORATORIUM on the issuance of permits for off-premises and general advertising signs along U. S. Highway 90 from LA 52 (Paul Maillard Road) and LA 633 (Magnolia Ridge Road) in Boutte to the St. Charles Parish/Lafourche Parish line in Des Allemands until December 31, 2005.
BE IT FURTHER RESOLVED, that the Department of Planning & Zoning is hereby requested to study this issue and make recommendations to the Parish Council to regulate off-premises and general advertising signs along this corridor.
BE IT FURTHER RESOLVED, that this MORATORIUM shall not apply to on-premise signs being permitted along this corridor.
