IN RECOGNITION

WHEREAS, Mrs. Gilda Rachel is a life long resident of St. Charles Parish residing in Luling, Louisiana with her husband Terrell and their daughter Katina; and,
WHEREAS, Mrs. Rachel is employed by Hibernia National Bank as a Vice-President/Office Manager for its Luling office. She is a graduate of Hahnville High School, BAI School of Banking, ABA's National School of Human Resources, Human Resources Graduate School, and Human Relation Graduate - Dale Carnegie; and,
WHEREAS, Mrs. Rachel is very active in the community serving on the Jr. Achievement Board for three years and was the 2000-2001 Chair/Instructor, six years in the School to Career/Teacher Internship program, member of Bank Consortium and Instructor, active as a speaker and participant in charitable and civic organizations and a member of the First Union Presbyterian Church serving as its auditor; and,
WHEREAS, Mrs. Rachel has served eighteen years as a Civil Service Board Member for St. Charles Parish, serving a two-year term as Chairperson; and,
WHEREAS, Mrs. Rachel was instrumental in getting the Home Rule Charter amended to include the Civil Service System in 1987. Her knowledge of management principals and personnel administration gained through the private sector has been a tremendous asset to the St. Charles Parish Civil Service Board; and,
WHEREAS, Mrs. Rachel was the recipient of the 2002 Monet M. Lemann Award. This Award is given to individuals for their devotion to good government through the merit system of public employment in Louisiana.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to
